In music, a whole tone scale is a scale in which each note is separated from its neighbors by the interval of a whole step.
The whole tone scale is interval cycle 2, or C2.
The whole tone scale was also used by Alban Berg in his Violin Concerto, and by Bela Bartók in his String Quartet No. 5.

(Remember that song from The Sound of Music that goes, Do, a deer, a female deer, etc.?) The distance between Do and Re is a whole step (two steps on your imaginary staircase, and two frets on your guitar.
So, when you are looking at a piece in standard notation, and that piece is in the key of G, you will see the a sharp (#) indicated on the fifth line of the staff (EGBDF) in the key signature.

when it says to tune down either a half or whole step, they are saying to tune your guitar from a standard EADGBE to either Eb Ab Db F# Bb Eb or even to DGCFAD respectively.
OR for a whole step drop D your standard tuning and tune the other strings to the 5th frets (and 4th for G string) of the respective strings.
