Pop punk is somtimes associated with the label Emo.
pop punk and the Ramones is very strong, and is seen not only in their musical style but in their attire, Ramones references in songs, and the fact that several of the bands have covered entire Ramones albums.
Pop punk is associated with emo because of bands like the Get Up Kids who sing about emotional things and occasionally use odd time signatures and the like borrowed from the more hardcore origins of emo.

There's been poppy punk as long as there's been punk (The Ramones were one degree of twistedness away from Top 40 songwriting), but in terms of MODERN pop punk (Like Green Day, NFG, Blink, etc.) I'd look pretty closely at the Clash, Op Ivy, and a lot of SoCal type stuff.
Every band that's ever sold a multi-platinum album is pop-punk because how can you be punk and yet be reaping profits from a coporation.
And also if punk is really about doing what you love no matter what everyone thinks, then there really isn't any such thing as pop-punk now is there.
