New Roman Times is a political album—the most political album of Camper van Beethoven’s career.
Indeed, based on the lyrics, the musical movements, and distinctly the subtitles New Roman Times does follow a soldier from a national disaster through enlistment through disillusionment to his eventual personal destruction which is in the end capped off by Hey Brother, a song detailing a suicide bomber.
Bravo to the California-based band for not just reforming but also releasing an impressive album that could be considered to be one of the best of their career.

Junkmedia: Camper Van Beethoven : New Roman Times
The first four minutes alone traverse klezmer, odd time signatures, prog pretentions and Brian May-ish metal guitar licks all before unleashing "51-7," a puzzlingly titled but straightforward rocker tinged with violin and boasting one of the band's biggest sing-along choruses.
With New Roman Times, CVB mashes together a concept album that channel-surfs styles and agendas.
The Camper Van Beethoven diaspora is over: singer and guitarist David Lowery, who rocked through the '90s with the decidedly more mainstream Cracker, has reconstituted the acclaimed '80s alternative band.

Camper Van Beethoven: New Roman Times - PopMatters Music Review
While Lowery is a more obvious front man these days, the songs are still mightily hinged on Jonathan Segel's violin playing, and the song credits on New Roman Times are spread across the group's members, with everyone contributing to the various textures and tones.
Unless you're one of those weird music geeks who never really fit into the main gist of what was happening in the college music scene during the '80s (alternative-alternative?), this won't be nearly as exciting as, say, the return of the Pixies, or even a new album from the Cure.
Then there's the transition of "Discotheque CVB", a surprisingly straight-ahead, '70s funk wah-wah instrumental that sounds like it was lifted directly from an old soundtrack, to the closing track, "Hey Brother", which ends the story abruptly and with little explanation.

Although “The Patient” features easygoing programming and Owens’ indie-kid flatlined delivery, gorilla-sized beats pound through the melodies to constantly remind listeners that New Roman Times is a band that knows how to rock.

So despite the fact that their best albums-- particularly 1988's Our Beloved Revolutionary Sweetheart-- hold up as well as nearly anything from the era, the bottom line is that Camper Van Beethoven entered the new century with much of their music out of print and their reputation in desperate need of rehabilitation.
The track would be completely unrecognizable as CVB if not for Segel's distinctive fiddle above the din.
And while the band has done much in the past couple years to restore their legacy to the respectability it deserves, one has to hope that their smirks don't torpedo this second act as well.
