The song "Kimigayo" was composed in 1880 at the request of the Naval Ministry, and because from 1900 it was mandatory for it to be sung at ceremonies in primary schools, it came to be regarded in the prewar period as the national anthem.
The song "Kimigayo" is, as its lyrics make clear, a song in praise of the Tenno (emperor) as the ruler of Japan, which is diametrically opposed to the Constitution's major principle that the people are sovereign.

They claim that "Kimigayo" means "reign of the Emperor", and such a musical score praying for the everlasting reign of an emperor is not suitable as the national anthem of a democratic state.
I have no intension to start a debate over the national anthem but behind the birth of "Kimigayo" is the existence of the Hata clan.
At least we can say that the melody of "Kimigayo" has its roots in Gagaku, the music of the Silk Road.

In August 1999, the government finally legalized Hinomaru as a national flag and Kimigayo as anthem, which for more than a century had been customarily used as the national flag and anthem.

Strangely enough, while Kimigayo is sung as the de facto national anthem, it was never legally decreed as such.
Actually, the person who stressed the need for establishing a Japanese national anthem was a British military band leader named Fenton; the words for the song came from a poem in the Kokinwakashu and the Wakanroeishu.
After much deliberation over the selection of a melody, a melody by the gagaku (ancient court music) composer Hayashi Hiromori was adopted in 1880, and then arranged by the German music educator Frankz Eckert to constitute today’s Kimigayo.

One does wonder why, with excellent composers in Japan, a contest was not held to compose a more appropriate national anthem for the present day.
The supporters of the law argue that it is important now to infuse patriotism in young Japanese and that the national flag and anthem will help do this.
Germany, after all, never abandoned the famous Haydn tune of its anthem, although the words no longer speak of "Deutschland über Alles." And the present-day German flag certainly does not feature a swastika.

Hidenori Fujita, a professor at International Christian University and an expert on education issues, said that although the ministry's curriculum guidelines say the anthem should be sung at school ceremonies, it does not require teachers to stand and sing the song.
