With the same Apostolic Constitution of 1969, the new Congregation for the Causes of Saints took on its own structure with three distinct offices: the judiciary, that of the Promoter General of the Faith, and the historical-juridical, which was the continuation of the Historical Section created by Pius XI on February 6, 1930.
Joined to the dicastery is the "Study," instituted June 2, 1984, whose objective is the formation of postulators and those who collaborate with the congregation, as well as those who exercise the various assignments before the diocesan curia for the treatment of the causes of saints.
Paul VI, with the Apostolic Constitution "Sacra Rituum Congregatio" of May 8, 1969, divided the Congregation of Rites, creating two congregations: one for Divine Worship and another for the Causes of Saints.

In a dusty library on the third floor of the Vatican's Congregation for the Causes of Saints, just off St. Peter's Square, row after row of shelves hold thousands and thousands of documents attendant to the claims of holiness going back centuries.
"Miracles are not the essence, they are an accidental element," said Father Peter Gumpel, a Jesuit priest who has worked in the Congregation for the Causes of Saints for 40 years, half of them as a relator, a kind of overseer.
"There is always an element of faith where science ends and faith takes over," said Monsignor Robert J. Sarno, an official with the Congregation for the Causes of Saints, the Vatican office that investigates the cases of potential saints.

 ODAN - Opposition to Canonization
Opus Dei's first prelate, Alvaro del Portillo, who was also Escriva's successor, was a consultor to several congregations and councils of the Holy See, such as the Congregation for the Doctrine of the Faith, the Congregation for the Clergy, the Congregation for the Causes of Saints, and the Pontifical Council for Social Communications.
Officials of the Vatican's Congregation for the Causes of Saints not only gave the cause top priority but, as the official positio on Escriva shows, they also bent rules to exclude damaging evidence about Escriva's character and commitment to the church.
A Vatican source said, contrary to established procedure, no published writings critical of Escriva were included in the documents given to the judges of his cause; nor did the congregation investigate Escriva's celebrated conflicts with the Jesuits, reports of his pro-fascist leanings and Opus Dei's involvement with the Franco government.

When beatification and canonization procedures were not yet consigned to the authority of the Congregation for the Causes of Saints (instituted in 1588 by Pope Sixtus V) and to the Holy Father himself, it was the "vox populi" or "spontaneous local attribution" which led to the proclaiming of saints.
However, in 1988, to mark its 4th centenary, the Congregation for the Causes of Saints published the first "Index ac status Causarum." This book and its subsequent supplements, written entirely in Latin, are considered the definitive index of all causes which have been presented to the congregation since its institution.
Excluding beatifications and canonizations celebrated by Pope John Paul, these volumes show that 3,464 causes are pending, 1,385 cults have been confirmed and 565 blesseds and 285 saints have been proclaimed.

Since the fame for holiness remained alive, the Archbishop of Malta opened the Cause of beatification and canonisation by means of a judicial tribunal (1976-81), which was duly approved by the Congregation for the Causes of the Saints with the decree published on 1 June 1992.
His Holiness the Pope orders that this decree be published and be placed with the acts of the Congregation for the Causes of Saints.
When the decree was written as it should be, the Pope called to him on this day the undersigned Prefect as well as the Ponens of the Congregation, and myself, Archbishop secretary to the Congregation, and other guests, as is usual for these occasions.

I do not think there is much question, and the Congregation for the Causes of Saints seems to agree, that it was his founding of the Society of St. Vincent de Paul that was perhaps his most fruitful work.
When there seems to be reason, and enough people seem to be supportive of it, then eventually the cause, the proposal, is submitted to the Holy See, to the Congregation for the Causes of Saints.
The Congregation for the Causes of Saints, when it issued the decree for the introduction of the cause of Frederic Ozanam, had this to say on the 11th of November in 1949:

The prefect of the congregation is Cardinal José Saraiva Martins; the secretary is Archbishop Edward Nowak and the under-secretary is Msgr.

On that day, members fast for two meals and donate the cash value of the meals they would have eaten to the Church's "fast offerings fund." These funds are used to provide financial assistance to indigent members in the congregation or other Church member worldwide.
