Whether a material conducts or not is determined by its band structure (additional info and facts about band structure).
A solid with filled bands is an insulator, but at finite temperature, electrons can be thermally excited from the valence band (additional info and facts about valence band) to the next highest, the conduction band (additional info and facts about conduction band).
Exciting these electrons into the conduction band leaves behind positively charged hole (An opening deliberately made in or through something) s in the valence band, which can also conduct electricity.

In insulators the electrons in the valence band are separated by a large gap from the conduction band, in conductors like metals the valence band overlaps the conduction band, and in semiconductors there is a small enough gap between the valence and conduction bands that thermal or other excitations can bridge the gap.
In the band theory, this is depicted as an overlap of the valence band and the conduction band so that at least a fraction of the valence electrons can move through the material.
For intrinsic semiconductors like silicon and germanium, the Fermi level is essentially halfway between the valence and conduction bands.
