 PRC Organization Law for Local People’s Congresses and Local Governments at All Levels
Provinces, autonomous regions, municipalities, autonomous prefectures, counties, autonomous counties, cities, municipal districts, townships, minority nationality townships, and towns will set up people’s congresses and people’s governments.
The people’s congresses of provinces, autonomous regions, municipalities, autonomous prefectures, and established-zone cities will be elected by people’s congresses at the next lower level; the people’s congresses of counties, autonomous counties, nonestablished-zone cities, municipal districts, townships, minority nationality townships, and towns will be elected directly by their constituencies.
Article 62 The people’s government of a province shall institute a governor responsibility system; in an autonomous region, chairman responsibility system; municipality, mayoral responsibility system; prefecture, prefectural chief responsibility system; county, county chief responsibility system; district, district chief responsibility chief; township, township chief responsibility system; and town, town chief responsibility system.

With respect to the transfer payment method for the transition period which China adopted in 1995, the state specially added the policy-related transfer-payment contents for the five autonomous regions, including Tibet, and the autonomous prefectures in Yunnan, Guizhou, Qinghai and other provinces, offering preferential policies to the ethnic minority areas.
According to the principle of regional autonomy for ethnic minorities, an ethnic group may establish an autonomous area in a region where it lives in concentrated communities, or it may establish several autonomous areas at different administrative levels in other parts of the country in line with the distribution of the ethnic group.

The number and proportion of deputies to the people's congress of a national autonomous area from the nationality exercising regional autonomy and from the other minority nationalities shall be decided upon by the standing committee of the people's congress of a province or an autonomous region, in accordance with the principles prescribed by law.
National autonomous areas shall be classified into autonomous regions, autonomous prefectures and autonomous counties.
The people's governments of national autonomous areas shall apply the system of giving overall responsibility to the chairman of an autonomous region, the prefect of an autonomous prefecture or the head of an autonomous county, who shall direct the work of the people's government at their respective levels.
